In order to obtain a passport for a minor child, both parents must appear in person and consent to the issuance of the passport. Many times this is not possible because one parent has abandoned the child or refuses to consent. Absent consent from both parents, a single parent may request the passport for the child upon demonstrating sole legal authority of that child. This can be obtained through a court order granting sole legal custody, such as a divorce decree or other custody order.
